The graduation uniform is determined by the time of year, what's being routinely issued by the Corps at a given time, and the whim of the command. In the winter, the service alpha (full green) uniform is standard. In warmer months, the service charlie (green trous/khaki shirt) is it. For a time, warm weather graduations were conducted in the dress blue delta (blue trous/khaki shirt), but I believe they've gotten away from it. The honorman is almost always issued full dress blues, and graduates in them.
When I graduated in October of '93, the Marine Corps had been issuing full dress blue uniforms to recruits. My entire company, and a number of companies in the months before me, graduated in full blues. They did away with that practice because of the cost.
