Starting to smell alot like Rome just prior to thier collaps.

Or maybe the french just prior to the germans getting frisky the second time.

This kind of institutionilzed weakness will only kill morale at the other end, and lead to lesser competence and greater casualties.

Why does the US Army degenerate into pandering to the lowest, any time there's stress in the system?

Soldiers are not weak people. Why treat em as such?
