If the details are correct as listed above then this man should have been dropped from the program when he stepped infront of his 1st Sgt.
If someone says they've no desire to perform an excersize in a program, drop em.

It sounds less like this guy was drowned by actions of others and more like he spazed underwater, at least according to what's listed above.
