Yeah, unfortunately that’s true… either due to budgetary constraints, dictates of HHQ, or a lack of imagination on part of your leadership (enlisted or officer). (Here’s a hint for those who hope to be in leadership some day, if you don’t have something constructive & mission related for your troops to do, sound liberty call for the sergeants and below. Then do a PME with the SNCOs and officers to come up with a better training plan. Oh yeah, then take any related heat from the boss yourself.)
