I just checked with our recruiters here at Drum and the info you were given about having to enlist within seven days is incorrect.

This is a pressure tool that only a BAD recruiter would use. The only thing for the referral that is specified is that your brother needs to finish Basic and AIT before any bonus is paid out to the referring party.
