You do not leave active duty if you are MECEP. You are active duty with a temporary MOS of "Full Time College Student" and are still subject to UCMJ as well as grooming and physical fitness standards... after all, you still get paid and draw benefits.

Also, you are not in "NROTC training" during the summers (after you do OCS), you are in summer school, taking classes. The Corps wants you to finish your degree as quickly as possible.
