Yes, you can attain a degree in art and enter the Army as an E-4. I've seen some broke dick E-4's before fresh out of "college" that knew less that most E-2's.
I do not concur..... just because someone earns a degree
DOES NOT entitle them to enlist as an E-4 (dont agree?? too bad.).
