When you are in ROTC and you drill with a Guard unit you get paid as an E-6. I think that this is what you heard. You cannot get called up at this time, if you are already commisioned in ROTC, because their contract suppercedes the Guard contract. I would post this in the ROTC forum though. They should be able to help you out a little better, as most of here haven't been in ROTC.
