If that's accurarte, I believe it is extremely poisonious. There are enough bad NCO's already without making any college grad one. Being an NCO is not about being a book smart fellow. As for the Navy, if you fail out you come in as an e-3 or below. I know someone (read: actually served with) who left the academy and came in the Navy as an E-3. As well she should. You can't just pluck an NCO, they need to be groomed.
