Hello,
Dealing with military contracts myself, I have read quite a few of them. You need to read the fine print and find out if any appendices exist that go along with the contract. Most times is that an appendix might include a statement of contractual guarantee if and only if certain guidelines are met. Otherwise if the contract was signed for a GUARANTEED position in RIP and no violations have occured against the contract, you can contest that with whomever is doing the processing.
