You can fly rotary and fixed wing in the Army, my Instructor of Military Science is a fixed wing aviator in the Army. That's an intelligence thing though and few people know or look into it.
It's up to you. I'd say to apply for scholarships to everybody. That way, if you get more than one, the ball's in your court. If you only apply to one and don't get it you're SOL. Kinda like putting your eggs all in one basket. As for Army ROTC, the most you can get is 17,500 a year for TA, and I don't know of any restrictions on credit caps. I'm taking 16, my fiance was taking 21.
