ROTC Question 1969-1970

I have a question about ROTC Commissions around 1969 - 1970 in the Kansas City, Missouri area - I am looking for a particular individual. This man was 21 in 1968 and was involved in an ROTC program in the Kansas City Missouri area. He was of Irish/Italian background and would have received a commission around 1969 or 1970. His parents were divorced and he had two 1/2 siblings on his mother's side. I know this is like hunting for a small needle in a very large hay-stack, but I had to try something. I have a possible last name of Connelly? Would anyone know where to look for the men that received commissions at that time?

We have old yearbooks of those who've been commissioned here in the past. I would say to either talk to the people at the program about records or do a google search. that's my best guess. either that of the VA.
