Los Angeles, Alta California - March 26, 2006 - (ACN) Yesterday's march and rally for immigrant rights in downtown Los Angeles is the largest in the city's history. Never has the "City of Angels" seen so many demonstrators filling the streets of the city's center. The sleeping giant has finally awaken giving rise to a new immigrant civil rights movement of unprecedented proportions. The leadership of the various participating groups demonstrated extraordinary organizational skills. Much credit goes to the over 700,000 marchers, that included entire families, for their superb orderly behavior. There was not one act of violence even though the vile "Minutemen Vigilantes" had made threats against "La Gran Marcha" on their websites. The size of the pro-immigrant march and rally surprised the world and the nation. A spokesperson for the Los Angeles Police Department made a statement on Thursday, to the local media, that they expected between 10,000 to 15,000 to participate in the march. What a surprise they received on Saturday! The LAPD is now reporting that over 500,000 participated but the true number is actually over 700,000. AnswerLA.org, an organization with a lot of experience in organizing mass marches and rallies, estimate that over 1 million participated. The Aztlan Research Institute, however, utilizing sophisticated crowd counting methodologies, estimates a figure of over 700,000. It simply means that we now have the numbers, the political will and the organizational skills to direct our own destinies and not be subservient to the White and Jewish power structures. It means that we can now undertake bigger and more significant mass actions to achieve total political and economic liberation like that being proposed by Juan Jos� Guti�rrez, President of Movimiento Latino USA. Juan Jos� Guti�rrez is proposing that the coalition that organized "La Gran Marcha" meet in Arizona or Texas on April 8 to "organize a mass boycott (huelga) against the economy of the USA" to take place on May 5 or 19. A major reason for the great success of "La Gran Marcha" was the strong participation of labor unions and the Catholic Church. This same alliance contributed to the success of Lech Walesa's "Solidarity Movement" in the Republic of Poland. This can be done in Aztlan as well. If the racist "Sensenbrenner Legislation" passes the US Senate, there is no doubt that a massive civil disobedience movement will emerge. Eventually labor union power can merge with the immigrant civil rights and "Immigrant Sanctuary" movements to enable us to either form a new political party or to do heavy duty reforming of the existing Democratic Party. The next and final steps would follow and that is to elect our own governors of all the states within Aztlan. Thousands of students walkout of LAUSD high schools on Friday March 24. The great success of "La Gran Marcha" also means that the time has come to organize and politicize our great number of youths that are just festering in many of our school districts. The walkouts in Los Angeles of thousands of Mexican and Latino students from Huntington Park, South Gate, Southeast, Jordan, Montebello, Garfield and Roosevelt High Schools on Friday, one day before "La Gran Marcha", only shows that they are now ready to be mobilized and advised on how they can improve their educations. Los Angeles Mayor Antonio Villagairosa, a Los Angeles Unified School District victim himself before he turned his life around, is already undertaking a bold moved to wrestle control of the district from a Jewish dominated school board and a White superintendent that are just fleecing the schools of much needed funds. School board Jews like Julie Korenstein, Marlene Canter, David Tokofsky, Jon Lauritzen and Mike Lansing are just enriching themselves and their cronies through crooked deals involving school construction projects, and contracts with so called consultants and vendors. The LAUSD is the second largest in the nation, next to New York, with a multi-billion dollar annual budget. It has an overwhelming Mexican and Latino student population. Jews have their own private schools so why are 5 Jews out of 7 school board members interested in governing the school district? The answer is all too obvious. La Voz de Aztlan has interviewed LAUSD teachers that complained that they have to buy, with their own money, pencils, paper and other school supplies that the district should provide. Something has to be done and Mayor Villaraigosa is on the right track We thank the many marchers for the sacrifice they made on Saturday. Many came from as far as San Diego and San Francisco. They came in on buses, trains, trucks, RV's , motorcycles and autos. Some came the night before and slept in their vehicles. Entire families arrived from Fresno, San Jose and Coachella. One family of eight included a grandmother, father, mother, daughters, and sons. One section in the march consisted of at least 20 on wheel chairs. They all came to Los Angeles and made history. We live in Aztlan under Anglo domination as the Palestinians live under Jewish domination. La Raza as well as the Palestinians lost the land through military aggression and both people now live in segregated regions within the larger nation. The Palestinian people as well as La Raza provide the hard labor necessary to prop up the national economies. Both Raza children and Palestinian children are victims of educational discrimination. The Palestinians as well as La Raza are considered people of color. So who should we side with in the present struggle in the Middle East? Will it be with the Jewish Zionists or with Islam? It is no secret that the United States as a whole is siding with the Jews, but should we? It is also no secret that the Jewish Lobby in America now also dominate large parts of the U.S federal government. It is estimated that over 32% of the Clinton Administration is of Jewish descent. Many are top level Federal Officials and includes the Secretary of Defense as well as the Secretary of State. In fact, the Department of State is now pretty much entirely Jewish. Most of the foreign Ambassadors are Jewish. This trend was begun by Henry Kissinger who is a Jew. This is very surprising considering that Jews only make about 2% of the total US population. Making these statements is not anti-semitic. It is stating facts. We do not hate Jews. We respect the contributions that many Jews have made to world culture. However, we reject Zionist racist Jews like the war criminal Ariel Sharon and appeal to all good Jews to do the same. Israel can now be considered to be the 51st state. U.S. taxpayers are now sending over 8 billion dollars each year in economic and military aid. The sophisticated military weaponry being utilized against defenseless Palestinians are gifts from Uncle Sam. In fact, Israel now has nuclear and biological weapons, thanks to the United States. Why is the US providing so much to Israel? Well the selection of Joseph Lieberman as Vice Presidential running mate for Al Gore should give a clue. Another clue should be provided by how the Israeli Army atrocities unfolded in the US media. At first, none of the Palestinian children murders were being covered by ABC, NBC or CBS. Not until the French and Italian media started broadcasting pictures of dead Palestinian children was the US media forced to cover some of the Israeli atrocities. Politicians, including Hillary Clinton running for US Senate in New York need a friendly media to be able to win elections. La Raza is a victim of the same political and economic forces that are oppressing the Palestinian people and other people of color around the world. We must awaken to this fact and understand the hidden strategies and tactics being utilized to subjugate our people in order to devise effective counter-measures to neutralize them. At colleges and universities across the country, the Movimiento Estudiantil de Chicanos de Aztlan (The Student Movement of Aztlan Chicanos) — better known by its acronym, MEChA — is calling for the surrender of wide swaths of American territory to Mexico. Worse yet, in doing so, it has the support of university administrators, elected officials, and — thanks to the mandatory student activity fees on which the organization depends — tuition-paying students. 1 Founded in the late 1960s, MEChA has spent the last three decades indoctrinating Latino students on American campuses in the ideology of reconquista (reconquest). According to MEChA propaganda, the Southwestern United States — including California, Arizona, Texas, New Mexico, as well as parts of Nevada, Utah, and Colorado — sits on the territory of the ancient (and mythical) “Nation of Aztlan.” Supposedly the cradle of Aztec civilization, MEChA charges that Aztlan was unjustly seized by the United States following the Mexican-American War. Now MEChA wants this territory given back to its alleged rightful owners: the people and government of Mexico. As a matter of fact, the American Southwest was not, as MEChA claims, “stolen” from Mexico. Following the Mexican-American War, the government of Mexico legally ceded this territory to the United States (by the Treaty of Guadalupe de Hidalgo, 1848). Nor has there ever been any place called “Aztlan” on American soil, much less a “Nation of Aztlan.” Invented 30 years ago by radical Latino activists, the Nation of Atzlan has more in common with Atlantis than with Israel. But MEChA is not a group to let facts get in the way. There are today more than 300 MEChA unions in existence, with more than 100 in California alone. While the group is concentrated in the Southwest and along the West Coast, it can also be found farther East: It’s got chapters at MIT, Yale, Cornell, George Washington University, and Brown, among other East Coast universities. On the West Coast, where MEChA is to be found in nearly every institution of higher education, the movement is spreading so quickly that it has set its sights on the public school system, establishing high school chapters and encouraging its young supporters to participate in its numerous (and sometimes violent) protests and marches. The revolution that MEChA plans for the American Southwest is to be a peaceful one — at least for the time being. By supporting continued high levels of Mexican immigration to the United States, MEChA hopes to achieve by sheer weight of numbers what the U.S. government long ago achieved by force of arms: the re-partition of the American Southwest. To this end, MEChA endorses a cocktail of pro-immigration policies. These include open borders, government benefits (including the right to vote and obtain drivers licenses) for non-citizens, amnesty for illegal aliens, dual citizenship, state recognition of Spanish as an official language, and racial set-asides in education and corporate hiring. MEChA is hardly alone in promoting these policies. The National Council of La Raza and the Mexican-American Legal Defense and Education Fund (MALDEF), two of the better known Latino advocacy groups, also support them (as does Mexican President Vicente Fox). What distinguishes MEChA from its more mainstream counterparts, however, is its explicit and virulent calls for reconquest. While organizations like La Raza and MALDEF may harbor irredentist dreams, MEChA has made the reconquest of the American Southwest the central platform of its program. As one of MEChA’s founding documents, El Plan Espiritual de Aztlan (The Spiritual Plan of Atzlan) puts it: “In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal ‘gringo’ invasion of our territories, we, the Chicano inhabitants and civilizers of the northern land of Aztlan from whence came our forefathers, reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is our power, our responsibility, and our inevitable destiny.” El Plan Espiritual is typical, not just for its atrocious prose, but also for its violent racial overtones. Indeed, to judge by the numerous Web sites and student publications sponsored by MEChA, life after the reconquest is going to be a pretty dreary affair. Just beneath the surface of the Marxist-inspired “union of free pueblos” imagined by MEChA visionaries runs a rich vein of race hatred and conspiratorial anti-Semitism. As an editorial addressed to “capitalist whites” in the University of California Irvine’s La Voz Mestiza (The Mestiza Voice) concludes, “You’ve spilled enough of our blood, now it’s your turn to bleed you [expletive] sub-human beasts.” Or, as one of MEChA’s many charming slogans has it, “por la Raza todo; fuera la Raza nada”: for those of our race, everything; for those outside of it, nothing. Such statements don’t leave much to the imagination. In calling for the re-partition of the American Southwest, MEChA is not just seeking the overthrow of the American government but the overthrow of its people as well. Only in this way will it achieve “the bronze continent for the bronze people” of which it dreams. This is strong beer, indeed. As a number of recent cases indicated, however, MEChA is not just tolerated on our supposedly multicultural campuses. It is encouraged: 1) In 1995, the Voz Fronteriza, the University of California San Diego’s (UCSD) official MEChA publication, ran an editorial on the death of a Latino INS agent. Describing him as a traitor to his race who deserved to die, the editors of the Voz concluded that “all the migra [a pejorative term for the Immigration and Naturalization Service] pigs should be killed, every single one.” In the controversy that followed, UCSD Vice Chancellor Joseph W. Watson defended the publication’s right to free expression. Watson also refused to officially condemn the sentiments expressed in the Voz Fronteriza article, arguing that “the university is legally prohibited from censuring the contents of student publications.” 2) Late last year, two student reporters from the UCSD satiric publication, The Koala, attended and attempted to photograph an open meeting of MEChA. In response to complaints from MEChA, the UCSD administration charged them with violating the student code’s catch-all prohibition on “obstruction or disruption of teaching, research, administration, disciplinary procedures, or other UCSD or University activities.” Watson — the same man who, six years earlier, had defended the Voz Fronteriza’s “right to free expression” and refused to condemn the contents of the publication — issued a statement to “condemn Koala’s abuse of the constitutional guarantees of free expression and disfavor their unconscionable behavior”. Watson then brought the staff of The Koala before an administrative court. When it appeared the court was likely to find in The Koala’s favor, the administration annulled the proceedings and ordered that the trial be re-held, this time in secret. The Koala was saved from Watson’s kangaroo court only after the Foundation of Individual Rights in Education (FIRE) stepped in, reminding the UCSD administration of the constitutional protections of due process and freedom of expression and calling media attention to the case. 3) In February of this year, The California Patriot, a publication of the University of California Berkeley College Republicans, ran an article critical of MEChA. Before the journal could be distributed, a number of people — apparently MEChA activists — broke into the Patriot’s campus offices and stole the entire print run, valued at $2000. When Patriot staff members lodged a complaint with the university police department, they received death threats. The university, meanwhile, quietly dropped the case. It continues to supply Berkeley MEChA with $20,000 in yearly student activity fees. Something is clearly wrong with this picture. While MEChA has as much right to free expression as the next hate group, one would like to think that, left to its own devices, “el Movimiento” would wither and die. The problem is, it hasn’t been left to its own devices. In each of the cases mentioned above, MEChA has not only not been discouraged — it has in fact been accorded special protection denied other student groups. What’s more, MEChA chapters often benefit, as at Berkeley, from lavish grants of student activity fees. If MEChA has successfully spread through the American university system, it is only because university administrators and faculty — the guardians of the system — have opened all the doors. In doing so, they no doubt comfort themselves with the idea that it is all for the greater good of “diversity.” After all, in contrast to the “gringos” against whom the organization spends most of its time railing, MEChA can claim to represent a recognized ethnic minority. In the hyper-simplified, two-tone world of contemporary academia, that’s all it takes to count as a victim. MEChA advocates the overthrow of the U.S. government, the seizure of large swaths of U.S. territory, and the expulsion (or worse) of those presently living there. For this generation of college administrators and left-wing faculty, however, MEChA is a victim group deserving protection. Such is the logic of diversity. MEChA is an Hispanic separatist organization that encourages anti-American activities and civil disobedience. The radical members of MEChA who refer to themselves as "Mechistas," romanticize Mexican claims to the "lost Territories" of the Southwestern United States -- a Chicano country called Aztlan. In its national constitution, MEChA calls for self-determination by its members to liberate Aztlan. MEChA's national constitution starts out: "Chicano and Chicana students of Aztlán must take upon themselves the responsibilities to promote Chicanismo within the community, politicizing our Raza with an emphasis on indigenous consciousness to continue the struggle for the self-determination of the Chicano people for the purpose of liberating Aztlán." These anti-American "Mechistas" live with the false illusion that they are being racially discriminated against because they are Latinos while totally dismissing the idea that maybe it is their ideology that is being discriminated against. At the MEChA National Conference on March 15 - 18, 2001, the official "MEChA Philosophy" was ratified. An excerpt from the document states: "as Mechistas, we vow to work for the liberation of Aztlan." The MEChA Clubs on each of the Santa Barbara high school campuses are not the only ones. MEChA groups exist on 90 percent of the public high school, college and university campuses in the Southwestern United States. WHAT IS AZTLAN? The myth of Aztlan can best be explained by California's Santa Barbara School District's Chicano Studies textbook, "The Mexican American Heritage" by East Los Angeles high school teacher Carlos Jimenez. On page 84 there is a redrawn map of Mexico and the United States, showing Mexico with a full one-third more territory, all of it taken back from the United States. On page 107, it says "Latinos are now realizing that the power to control Aztlan may once again be in their hands." Shown are the "repatriated" eight or nine states including Colorado, California, Arizona, Texas, Utah, New Mexico, Oregon and parts of Washington. According to the school text, Mexico is supposed to regain these territories as they rightly belong to the "mythical" homeland of Aztlan. On page 86, it says "...a free-trade agreement...promises...if Mexico is to allow the U.S. to invest in Mexico...then Mexico should...be allowed to freely export...Mexican labor. Obviously this would mean a re-evaluation of the border between the two countries as we know it today." Jimenez's Aztlan myth is further amplified at MEChA club meetings held at Santa Barbara Public Schools.. The book, paid for by American tax payers, cites no references or footnotes, leaving school children totally dependent on their teacher to separate fact from opinion and political propaganda. The book teaches separatism, victimization, nationalism, completely lacks patriotism towards the United States, and promotes an open border policy. The book is 100 percent editorial -- the opinions of the author. WHAT IS RAZA "La Raza" (The Race) is a broad term which refers to those whose ancestry is indigenous to the area of Mexico (or "Aztlan"). MEChA members refer to themselves as "La Raza" or "Raza," but the term itself is used to indicate camaraderie among those in different organizations with the same objectives. There are a number of organizations who consider themselves to be La Raza. The most visible of these groups are MEChA, The Brown Berets de Aztlan, OLA (Organization for the Liberation of Aztlan), La Raza Unida Party, and the "Nation of Aztlan" to name a few. Although the activism of these organizations vary from somewhat radical to extremely radical, they share the same objectives, the "liberation of Aztlan." Each follows the Raza manifesto "El Plan de Aztlan (sometimes called "El Plan Espiritual de Aztlan"). The Nation of Aztlan, tied to La Voz de Aztlan disseminates the exact same propaganda that MEChA spreads including antisemitic propaganda. Believers in the Aztlan legend insist upon the indivisibility of "La Raza" and their common goals, one of them being the need to abolish the border between the U.S. and Mexico. There is a myriad of Raza college newspaper. Some are El Popo, Aztlan News, Chispas, Gente de Aztlan (UCLA), Voz Fronteriza (U.C. San Diego), La Voz Mestiza (U.C. Irvine) and La Voz Berkeley. It is not uncommon for the writers of these publications to refer to the U.S., as "AmeriKKKa." Rhetoric by some Chicano educators strongly suggest Communist or Socialist leanings. In May, 2000, more than 1,200 students gathered at UCLA for the seventh annual Raza Youth Conference, which the members say promotes higher education and recognition of the Aztlan culture. Sponsored by MEChA, the year's theme was "Reclaiming Our Razas through education, resistance, and promoting the idea of remembering the historical struggles of Raza" said Erika Ramirez, co-chair of the conference. The conference drew students from 80 middle and high schools and community colleges; featured speeches by those actively involved with the Chicano community. The keynote speaker was Antonia Darder, a professor of education and cultural studies at Claremont Graduate University and director of the Institute for Cultural Studies in Education, who received a standing ovation for her speech. Darder described American capitalism and what she said were its impacts on racism and sexism. "I grew up in a capitalist society, a society that taught us that the greed of corporations control politics," Darder said. "Capitalism is the root of domination. Racism and sexism exist because capitalism requires it." Darder said a globalized economy forced smaller countries to give up their self-sufficiency, resulting in people migrating to the U.S. "We're here because U.S. foreign policy in Latin America has forced us here," she said. The University of Oregon Chapter of MEChA hints at its communist sentiments by posting a picture of Cuba's communist dictator Fidel Castro. On its web site, "La Voz de Aztlan" has an excerpt from a speech of February 7, 1997, by Fidel Castro who said "the United States should return to Mexico huge chunks of that country's territories it acquired more than a century ago" La Voz de Aztlan, whom Antonio Villaraigosa refuses to repudiate, also disseminates antisemitic propaganda, Apparently, these "Raza" cults are composed of people who unabashedly hate the United States and often support other groups and leaders who also hate America. Raza's hatred of America is so intense, that most make bedfellows to anyone else who also hates America, like dictator Fidel Castro; murderer of his own people Sadam Hussain; and the women hating Taliban -- and of course they sympathize with all Islamic Terrorists over the Israel/Palestine issue. Raza cults are the loudest and most insistent element of the immigration lobby in California. With our heart in our hands and our hands in the soil, we declare the independence of our mestizo nation. We are a bronze people with a bronze culture. Before the world, before all of North America, before all our brothers in the bronze continent, we are a nation, we are a union of free pueblos, we are Aztlán. For La Raza to do. Fuera de La Raza nada. Program El Plan Espiritual de Aztlán sets the theme that the Chicanos (La Raza de Bronze) must use their nationalism as the key or common denominator for mass mobilization and organization. Once we are committed to the idea and philosophy of El Plan de Aztlán, we can only conclude that social, economic, cultural, and political independence is the only road to total liberation from oppression, exploitation, and racism. Our struggle then must be for the control of our barrios, campos, pueblos, lands, our economy, our culture, and our political life. El Plan commits all levels of Chicano society - the barrio, the campo, the ranchero, the writer, the teacher, the worker, the professional - to La Causa. Nationalism Nationalism as the key to organization transcends all religious, political, class, and economic factions or boundaries. Nationalism is the common denominator that all members of La Raza can agree upon. Organizational Goals 1. UNITY in the thinking of our people concerning the barrios, the pueblo, the campo, the land, the poor, the middle class, the professional-all committed to the liberation of La Raza. 2. ECONOMY: Economic control of our lives and our communities can only come about by driving the exploiter out of our communities, our pueblos, and our lands and by controlling and developing our own talents, sweat, and resources. Cultural background and values which ignore materialism and embrace humanism will contribute to the act of cooperative buying and the distribution of resources and production to sustain an economic base for healthy growth and development Lands rightfully ours will be fought for and defended. Land and realty ownership will be acquired by the community for the people's welfare. Economic ties of responsibility must be secured by nationalism and the Chicano defense units. 3. EDUCATION must be relative to our people, i.e., history, culture, bilingual education, contributions, etc. Community control of our schools, our teachers, our administrators, our counselors, and our programs. 4. INSTITUTIONS shall serve our people by providing the service necessary for a full life and their welfare on the basis of restitution, not handouts or beggar's crumbs. Restitution for past economic slavery, political exploitation, ethnic and cultural psychological destruction and denial of civil and human rights. Institutions in our community which do not serve the people have no place in the community. The institutions belong to the people. 5. Illegal immigration fueling aims of Hispanic radicals Posted: January 4, 2002 1:00 a.m. Eastern By Art Moore © 2002 WorldNetDaily.com A radical Hispanic movement's dream to retake the southwestern United States is becoming a reality with the aid of Mexican and U.S. policies, according to some immigration watchers. A massive influx of illegal immigrants is "importing poverty" and growing an ethnic community with greater loyalty to Mexico than the U.S., maintains Glenn Spencer, president of Voices of Citizens Together, a California-based non-profit group. "Unless this is shut down within two years, I believe that it will be irreversible, and that it will most certainly lead to a breakup of the United States," Spencer told WorldNetDaily. "I don't think there is any doubt about it." A breakaway of U.S. states is a distinct possibility, according to prominent Chicano activist and University of California at Riverside professor Armando Navarro. In an interview with WorldNetDaily, Navarro would not answer directly whether he shared separatist aspirations, but said that if demographic and social trends continue, secession is inevitable. "If in 50 years most of our people are subordinated, powerless, exploited and impoverished, then I will say to you that there are all kinds of possibilities for movements to develop like the ones that we've witnessed in the last few years all over the world, from Yugoslavia to Chechnya," Navarro said. "A secessionist movement is not something that you can put away and say it is never going to happen in the United States," he continued. "Time and history change." In a 1995 speech to Chicano activists, Navarro said demographic trends are leading to "a transfer of power" to the ethnic Mexican community in the Southwest. He notes that most studies show that within the next 20 to 30 years Latinos will comprise more than 50 percent of the population of California. This fact, and other cultural and social developments, are opening the door for "self-determination" and even "the idea of an Aztlan," he said in his speech. Aztlan, the mythical birthplace of the Aztecs, is regarded in Chicano folklore as an area that includes California, Arizona, Nevada, New Mexico and parts of Colorado and Texas. Spencer believes the aim is to create a sovereign state, "Republica del Norte," the Republic of the North, that would combine the American Southwest with the northern Mexican states and eventually merge with Mexico. "I see that as the overarching goal of the Mexican government and many Mexicans who want self-determination," Spencer said. 'America's Palestinians' On its website, a group called "La Voz de Aztlan," the Voice of Aztlan, identifies Mexicans in the U.S. as "America's Palestinians." Many Mexicans see themselves as part of a transnational ethnic group known as "La Raza," the race. A May editorial on the website, with a dateline of Los Angeles, Alta California, declares that "both La Raza and the Palestinians have been displaced by invaders that have utilized military means to conquer and occupy our territories." But the threat of secession is not merely from groups that might be considered on the fringe, Spencer insists, noting the declarations of Mexican leaders, up to the highest office. Former Mexican President Ernesto Zedillo said in a 1997 speech in Chicago to the "National Council of La Raza, a Hispanic advocacy group, that he "proudly affirmed that the Mexican nation extends beyond the territory enclosed by its borders and that Mexican migrants are an important – a very important – part of this." Zedillo said that because of this fact his government proposed a constitutional amendment that allows Mexican citizens to hold dual citizenship. Spencer believes that the objective is to enable Mexicans in the United States to vote in the interest of Mexico. Ultimately, many Mexicans hope for a "reconquista," a reconquest of territory lost when Mexico signed the 1848 Treaty of Guadalupe-Hidalgo at the end of the Mexican-American War. "One could argue that while Mexico lost the war in 1848, it will probably win it in the 21st century, in terms of the numbers," Navarro told WorldNetDaily. "But that is not a reality based on what Mexico does, it's based on what this country does." Spencer argues that misguided U.S. policies and lax enforcement have allowed a steady stream of 1 million illegal immigrants a year to enter the country. Demographers agree that instead of integrating into a "melting pot," new Hispanic immigrants, both legal and illegal, are building a distinct, politically active community. The problem is not that they have a voice, Spencer says, but that they increasingly are acting according to the interests of Mexico. Spencer believes that the Mexican government played an important role in the legal quashing of a 1995 California voter initiative, Proposition 187, that limited taxpayer funds to services for citizens only. After a visit with California Gov. Gray Davis in 1999, former Mexican President Zedillo told reporters that he had a commitment from Davis to ensure that "the catastrophic effects which were foreseen with Proposition 187 several years ago will not come to pass." Among other signs of Mexican influence on U.S. affairs, Spencer notes that less than two years ago, West Los Angeles businessman Eddie Varon Levy became the first person living abroad to join the Mexican Congress. Varon Levy said one of his goals as a member of the Chamber of Deputies was to establish a special attorney's office to defend immigrants' rights. Border erasure The U.S. has tripled its border patrol budget over the past five years, but the flow of immigrants has barely changed. At the same time, Mexican President Vicente Fox has pressed for an eventual erasure of the southern border and encouraged Mexicans who seek work in the U.S. At a speech one year ago at a border post in Nogales, just south of the Arizona border, Fox said: "We want to salute these heroes, these kids leaving their homes, their communities, leaving with tears in their eyes, saying goodbye to their families, to set out on a difficult, sometimes painful search for a job, an opportunity they can't find at home, their community or their own country." Under the Fox regime, Mexico has an Office for Mexicans Abroad that provides survival kits for Mexicans who seek to enter the U.S. illegally. Some immigration watchdogs in the U.S. believe, however, that all this does not add up to a desire by the Mexican government to retake the Southwest. Ira Mehlman, spokesman for the Los Angeles office of the Federation for American Immigration Reform, believes statements by Zedillo and Fox indicate "they are looking for some way to gain leverage with regard to American policy." "They want to create one market where they will be able to send workers here without any restrictions, because it's in their interest to do so," Mehlman said. The incentive to cross the U.S. border is high. The average illegal worker can make about $60 a day in the U.S. compared to about $5 a day in Mexico. Immigration hurts both countries But Allan Wall, an American married to a Mexican and a resident south of the border for 10 years, maintains that immigration is not helping Mexico. "I see it having many bad effects where I live," said Wall, Mexico correspondent for Project U.S.A., an immigration reform group in New York. "It's kind of like welfare; it encourages people to use the U.S. as a safety (net) rather than solve the problems in Mexico." On the U.S. side of the border, Mexican migrant workers are viewed by many lawmakers and officials as an economic boon. Federal Reserve Chairman Alan Greenspan has said that the illegal workers increasingly play an essential "anti-inflationary" role in the U.S. economy. But Spencer argues that the most recent census confirms that the immigration tide is "importing poverty." Wall agrees that the influx is precipitating a demographic meltdown that could lead to a fracturing of the country. "The United States needs to drastically reduce immigration and go back to an assimilation model, where immigrants learn English and become American; otherwise it will be a disaster," Wall said. Studies indicate most Americans believe immigration policy is not serving their interests, Mehlman said. "They're upset about it, but still haven't been upset enough to demand that the government change its policies." Mehlman explained that the impact on the average citizen is not easy to assess. "Even though they are aware that this is not necessarily beneficial, it's hard to convince someone of how much it is costing in social costs, how much it might be costing in lost wages." Polls show that most Americans want something done about immigration, said Spencer, but are afraid to speak out because they don't want to be labeled as racist, or anti-immigrant. "That's the weapon the other side uses against us," said Spencer, who served among Native Americans for many years. "It is very effective, and they know it, and so they use it at every opportunity." Wall believes that the "whole discourse on immigration" must be changed. "We have to distinguish between being anti-immigrant and anti-immigration," he said. "Like any other public policy issue, it should be debated. Unfortunately the mainstream press is only giving us one side of the immigration issue."
