MINNESOTA -- Minnesota Wing Commander Col. Steve Miller recently presented the Amelia Earhart Award to Cadet Capt. Francesca Fogarty of the 130th Composite Squadron. Fogarty, who was also promoted to the grade of cadet captain, is the cadet commander of the 130th.
