Cadet Staff Position Descriptions
CADET COMMANDER
Commands the cadet squadron and performs duties related to cadet positions. They shall:
CADET COMMANDER STAFF DUTY ANALYSIS Tasks: 1. Directs a staff of cadet officers who are responsible for the following functions: 1) Administration, (2) Aerospace Education, (3) Communications, (4) Information, (5) Leadership Training, (6) Operations, and (7) Supply. 2. Establishes plans, policies, and procedures necessary to insure adequacy of squadron functions. 3. Assures that cadets comply with all policies, directives, and procedures published by higher headquarters. 4. Recommends personnel for assignment to authorized cadet positions. 5. Coordinates cadet staff activities to insure efficiency in cadet program administration. 6. Assists the senior member staff in providing information to inspectors and in writing responses to inspection reports. 7. Assists the senior member staff in the processing of grievances and investigations. 8. Provides information to and helps recruit specially qualified personnel, such as physicians and clergymen, to serve on the senior member staff. 9. Understands the CAP Reserve Assistance Program and cooperates fully with the Reserve Assistance Officer. 10. Conducts cadet staff meetings, as necessary CADET DEPUTY COMMANDER Assists the cadet commander in the performance of his duties to include:

CADET FIRST SERGEANT Performs or assists in the performance of varied duties, to include:

ADMINISTRATIVE OFFICER STAFF DUTY ANALYSIS Tasks: 1. Maintains administrative control of and processes correspondence originating within the squadron. Processes correspondence received by the squadron. 2. Prepares correspondence and administrative authorizations for the commander. 3. Disseminates to the unit membership information about personnel and administrative procedures, and policies of the commander and higher headquarters. 4. Prepares and publishes local directives and policy letters. 5. Establishes and maintains the squadron postage stamp account. 6. Provides advice and assistance to other staff sections on administrative and personnel matters. 7. Maintains a master file of current directives. Requisitions directives from National Headquarters. 8. Establishes and supervises a records management system. 9. Serves as recorder and member of the unit membership board. 10. Keeps the commander informed of membership strength and personnel eligible for awards. 11. Instructs prospective members in preparing and submitting applications for membership. 12. Maintains CAP Form 66, Cadet Master Record, on all cadets, and maintains senior membership personnel records as appropriate. 13. Prepares personnel reports and statistics, as required by higher headquarters. 14. As directed by the commander, prepares and processes recommendations for promotions, appointments, decorations, and awards. 15 Provides administrative assistance to persons anti groups interested in Forming and chartering CAP units. 16. Understands the causes and procedures applicable to cadet and senior member termination of membership, and provides required administrative support for membership termination actions. 17. Provides administrative support for processing of complaints and incident reports regarding alleged discriminatory practices at squadron level. 18. Prepares requests for the use of real property belonging to the Air Force. Army, or Navy. 19. Assists CAP senior members to submit claims under the Federal Employees Compensation Act, and assist the commander in investigation of such claims. 20. Provides administrative assistance to the unit commander and/or legal officer in the processing of claims, demands, and legal actions. 21. Advises the commander and interested personnel on federal administrative requirements regarding taxes. 22. Assists the commander and/or finance officer with the administration of unit finances. CADET PUBLIC AFFAIRS OFFICER Advises, assists, or conducts activities of cadet squadron public affairs program, to include:
PUBLIC AFFAIRS OFFICER STAFF DUTY ANALYSIS Tasks: 1. Advises the commander on all matters pertaining to public and internal information, arid community relations. 2. Responsible for the development and implementation of squadron public affairs program. 3. Responsible for implementing national and wing public affairs plans at the local level. 4. Maintains contact with newspaper, radio, and TV station representatives, arid acts as spokesman for the commander. 5. Issues press statements and arranges press conferences as appropriate. 6. Writes and edits, or reviews, all articles, news releases, and news photos released to the local press, radio, or TV. 7. Arranges speaking engagements and public appearances in the community for the commander and members of the staff. 8. Maintains reference materials for speeches and assists in the preparation of speeches when such assistance is requested. 9. Arranges for and coordinates squadron participation in community events such as parades, celebrations, patriotic observances, fairs, fund drives, etc. 10. Develops and conducts a squadron internal public affairs program that is designed to increase understanding of the mission and objectives of CAP and the US Air Force. 11. Uses public affairs materials such as films, slides, pamphlets, brochures, fact sheets, etc., furnished by CAP and the US Air Force. 12. Edits and publishes a unit publication to keep squadron members informed of activities. 13. Assists in administering squadron recruiting projects. 14. Responsible for reporting all squadron public affairs activities to the wing information officer. 15. Responsible for insuring adherence to policies and procedures established by CAP public affairs directives to accomplish the squadron public affairs program. 16. Establishes and maintains liaison with local representatives of the USAF Recruiting Service. 17. Offers unit support, when appropriate or requested, and maintains contact with public affairs officers of all military installations, both active and reserve, in the local area. 18. Advises the CAP National Public Affairs about any project in their area meriting national attention or publicity. 19. Forwards stories and photos of outstanding events, including news clippings and background data, to National Headquarters/PAIN. CADET SUPPLY OFFICER Under the direction of the senior member supply officer, performs the duties of cadet supply officer, to include:
SUPPLY OFFICER STAFF DUTY ANALYSIS Tasks: 1. Administers the supply program for the squadron, including the acquisition, receipt, storage, shipping, packing, disposal, and recording of supplies. 2. Advises the commander and the staff on all supply mailers. 3. Accountable for all squadron materiel. 4. Maintains a current file documenting the receipt and turn-in of all property. 5. Is thoroughly familiar with all supply directives and publications. 6. Responsible for the receipt, issue, storage, and disposal of all personal properly within the squadron. 7. Periodically forwards consolidated supply requirements for additional materiel through channels to the wing supply officer. 8. Maintains a current file of all documents from wing or group indicating issue or turn-in of property, as well as the current consolidated custody receipt. 9. Maintains a jacket file of all debit and credit custody receipts for each individual to whom equipment is issued. 10. Upon receipt of a consolidated custody receipt, is responsible for conducting a physical inventory of all property within the squadron and for verifying the accuracy of the consolidated receipt, or else providing information to effect necessary adjustments. 11. Is responsible for keeping the wing commander advised, through channels, of all excess property available for reallocation or other disposal action. 12. Supervises the activities of the squadron transportation officer, who has responsibility fi3r providing transportation services required in unit operations. CADET AEROSPACE EDUCATION OFFICER Assists the senior member aerospace education officer in directing the cadet aerospace education program, to include:
AEROSPACE EDUCATION OFFICER STAFF DUTY ANALYSIS Tasks: 1. Serves as aerospace education counselor to Phase II cadets. 2. Conducts oral debriefings for Phase II cadets. 3. Supervises aerospace education current events reports. 4. Performs administrative tasks that are common to the cadet program aerospace education factor. 5. Counsels cadets on the availability of and eligibility requirements for CAP scholarships and grants. 6. Assists in the recruitment of aerospace education counselors. 7. Initiates nominations for the Frank G. Brewer CAP Aerospace Memorial Award. 8. Encourages cadet participation in aerospace education activities, such as model rocketry, model airplane building, etc. 9. Assists the activities officer in developing and conducting unit-level aerospace education activities. CADET LEADERSHIP OFFICER Assist the senior member leadership officer in the performance of his/her duties, to include:
LEADERSHIP OFFICER STAFF DUTY ANALYSIS Tasks: 1. Serves as leadership counselor to Phase I and Phase II cadets. 2. Administers the performance sections of leadership laboratory tests. 3. Supervises and/or conducts Phase I and Phase II leadership laboratories. 4. Conducts inspections to evaluate the effectiveness of Phase I and Phase II leadership laboratories. 5. Directs the CAP physical fitness program for cadets. 6. Performs administrative tasks that are common to the leadership and physical fitness portions of the cadet program. 7. Serves as special assistant to the squadron chaplain. CADET OPERATIONS OFFICER Assists the senior member operations officer (composite squadron) in the performance of his/her duties, to include:
OPERATIONS OFFICER STAFF DUTY ANALYSIS Tasks: 1. Implements operational plans, programs, and directives prepared by higher headquarters, and performs all functions outlined in operations instructions issued by higher headquarters. 2. Makes operation reports required by higher headquarters and makes other reports necessary to show the degree of participation and success of each operational plan or program. 3. Develops operations plans, programs, and other directives for the unit to insure the proper use of CAP personnel, aircraft, materiel, and services in search and rescue, Civil Defense, domestic emergency, pilot proficiency, anti other operational missions. 4. Develops reporting procedures to indicate the status of operational forces and to report the scope and degree of success of their participation in authorized missions. 5. Coordinates operations matters with other staff sections of the unit. 6. Prepares answers to correspondence concerning operations functions. 7. Supervises personnel assigned to the operations staff section. 8. Develops agreements with local public service units for the utilization of the squadron operational capability as directed or authorized by higher headquarters. 9. Effects utilization and control of aircraft consistent with instructions from higher headquarters and CAP directives. 10. Develops aircraft operations and maintenance control forms, boards, and/or other devices necessary in the control of aircraft, when such forms and devices have not been developed or standardized by higher headquarters. 11. Establishes and directs a standardization/evaluation program in accordance with directives from higher headquarters and tailored to the unit's requirements. 12. Provides for the safety and security of aircraft and operations property to preclude unauthorized use and destruction by weather, vandalism, fire, etc. 13. Insures that CAP directives or Federal Aviation Regulations will not be violated by virtue of the nature of flights or the conditions under which flights will be made. 14. When higher headquarters publications do not sufficiently prescribe operational restrictions applicable to local conditions, the operations officer limits aircraft operation and pilot participation in flights to insure that a high degree of flight safety is maintained. 15. Develops and administers programs for pilot initial check-outs and proficiency checks. 16. Issues flight orders. 17. Coordinates with the squadron finance officer in collecting and handling insurance and aircraft use payments. 18. Monitors pilot currency and assures that pilots who have not maintained currency do not operate CAP aircraft without recertification. 19. Insures required inspections are made to determine the operational readiness of aircraft and releases grounded aircraft for flight when determined to be safe. 20. Maintains flight records on pilots assigned to the unit. 21. Maintains liaison with local FAA safety offices and keeps pilots of the squadron informed of Federal Aviation Regulation changes. 22. Implements policies of higher headquarters that restrict the operations activities in which CAP senior and cadet members may engage. 23. Completes aircraft accident reports as directed by FAA and CAP directives. 24. Maintains records of squadron aircraft accidents. CADET COMMUNICATIONS OFFICER Assists the senior member communications officer (composite squadron) in the performance of his/her duties, to include:
CADET FLIGHT COMMANDER Directs and supervises the members of a cadet flight to include:
FLIGHT COMMANDER STAFF DUTY ANALYSIS Tasks: 1. Insures that flight members wear the uniform properly, practice military courtesy, and perform in a disciplined manner. 2. Trains the flight in the fundamentals of military drill. 3. Directs flight members when participating in formations and ceremonies. 4. Takes an active interest in each flight member. Counsels flight members regarding special activities, cadet advisory councils, and summer encampments. 5. Hosts prospective cadet members and explains to them the purpose and organization of CAP, the requirements for cadet membership, and the privileges of cadet membership. 6. Monitors the use and display of the United States and CAP flags. 7. Evaluates the general performance of flight members and advises superiors of disciplinary problems not correctable at flight level. CADET FLIGHT SERGEANT Assists the cadet flight commander in the performance of his/her duties, to include:

there is what seems like an epidemic of random posts, though. I mean, if people what random bits of info they can go to morning coffee or google. these are DISCUSSION boards. I can see where the info fits in if someone asks, but just posting random info just seems so... pointless...
