Congress is increasing the authorized strength of the Marine Corps, so that means growth in both enlisted and officer.

Deployments and commitments around the globe are pretty consistent or going up, so demand is there, and President Bush is pushing for a higher military pay raise (higher than what the rest of the Federal government is due to get).
